Very many of our deliverables are of a cumulative nature (locales, character sets, ordering rules...). In fact, ENV 13710 / CR 14400 might be exactly a case in point. the standard will, in a sense never be complete, because its ISO basis 14651 isn't (even though any additions will probably be of a very minor nature)

Also, the federated aspect should be even more feasible on European than on international level.

for terminology, definitely also on European level. ADNOM (as far as content goes, not so much the CWA) would definitely be candidate.

As far as terminology is concerned - ETSI has a standard for the names for voice commands e.g. menu, back, etc.in several languages
